As it is written in your DV LOTTERY WINNING LETTER, also known as the First Notification Letter (1NL), that, “Selection does not guarantee that you will receive a visa because the number of applicants selected is greater than the number of visas available. Therefore, it is very important that you carefully follow instructions to increase your chances of possible visa insurance. All applicants must use the online DS-260 Immigrant Visa and Alien Registration Application”. In layman language is, do not rush on filling out this form. Carefully fill the form so that you can reduce the chances of being denied the visa, and other winners with high case number to be given that opportunity. If possible it is advisable to use someone with professional experience in immigration and visa forms to fill out this important form.
